Operational origin. Institutional intent.

MBN was built from operational experience inside the maritime industry, not from outside observation. I've worked both sides of the tender: defining and approving work as an operations engineer, and proposing and chasing it as a service provider.

Over twelve years of professional maritime service, I watched the same structural failures repeat across vessels, refit yards, and contracting offices: informal procurement that ran on verbal approvals, delegation that no one could attribute later, financial exposure without enforceable thresholds, and disputes that turned on whoever had the better email folder.

The most consistent pattern: high-value mechanical or refit work would begin on a verbal approval, only for authority boundaries to become unclear when the invoice exceeded expectations. Without structured delegation and defined limits, disputes became personal rather than procedural, and the contracting relationship rarely survived intact.

The objective is not convenience. It is enforceable structure.
