Give the service providers you trust first crack at a tender: a private round before it opens to the wider market. When you already know who you'd want for a job, this puts it in front of them first.
Publish a tender to your preferred providers first, with a 48-hour head start.
A tender you're creating or editing, and providers already in your Preferred Service Providers library.
About 5 minutes.
Reflects app v1.5.9
While building or editing the tender, open the Preferred Market Bidding section and pick providers from your library. Only providers you've added, and who've accepted the preferred relationship, appear here.

Nothing goes out while it's a draft. The moment you publish, MBN emails your selected providers and starts a 48-hour acceptance window. The tender is Scheduled: visible to those providers, not yet open to the market.

Each invited provider accepts or declines. If at least one accepts, bidding opens to only those who accepted: a private round. If everyone responds before the 48 hours are up, MBN resolves it immediately rather than making you wait.
Preferred providers accepting or declining the invitation.
You choose this up front, at publish: if no one accepts, either open the tender automatically to the full market, or revert it to draft so you can rethink. Your call.
The 'if no one accepts' choice: auto-open to market vs revert to draft.
Once bidding opens, it runs like any other tender: quotes, clarifications, award. The only difference is who got the first look.

Preferred Market is for your registered providers. If you want to bring in a company that isn't on MBN at all, that's the next lesson, inviting guests to bid.
